“三变”指的是贵州六盘水市创造性地提出的“资源变资产、字幕站免资金变股金、字幕站免农民变股东”的改革措施。此项改革措施得到了中央的肯定。2017年的中央一号文件在讲到深化农村集体产权制度改革时说，要“鼓励地方开展资源变资产、资金变股金、农民变股东等改革，增强集体经济发展活力和实力。”同名电影《三变》是以“三变改革”中的典型人物、全国五一劳动奖章”获得者陶正学为原型，经过艺术创作，反映农村改革题材的电影故事片。该片讲述创业成功的亿万富翁毅然返乡，将全部资产投入家乡建设，因地制宜，创新求变，带领父老乡亲脱贫致富的励志故事。
